Mill-era homes in Le Village, the east-end neighbourhood that grew around the cotton mills from 1868 onward, often sit on original plank subfloors that move and squeak once the old covering comes up. The post-Seaway subdivisions built through the 1950s and 60s are usually plywood over joists and take vinyl plank or laminate with very little prep. Do you actually come out to Cornwall, or only Ottawa?

We come to Cornwall. It is about an hour southeast of our Ottawa base, roughly 100 km via Highway 138 and the 417, and that travel is planned into the schedule rather than added on afterwards. Your written quote confirms both the price and the dates before you commit to anything.

I'm in one of the Cotton Mill lofts – can I put hardwood down?

Usually yes, but the underlay is the part to get right. Ontario's Building Code sets airborne sound ratings for separating walls and floors, not an impact rating for your finished floor – that requirement comes from the building's own declaration or rules, and it varies from one converted mill building to the next. Ask your property manager for the requirement in writing, send it to us, and we will spec an underlay that meets it and note it on the quote.

Is the original wood in an older Le Village home worth refinishing?

Often it is, and refinishing is usually cheaper than replacing. What decides it is how much wood is left above the tongue after previous sandings, plus any water damage, cupping or gaps. We check that on the quote visit and tell you honestly if a board replacement or a new floor is the better spend – we would rather say so upfront than halfway through a sanding.

Do I need a building permit for new flooring in Cornwall?

Replacing a floor covering is not normally a permit matter. Structural work underneath – joists, load-bearing changes, some subfloor rebuilds – can be, and in Cornwall that goes through the City of Cornwall's Building and By-law Division, not the City of Ottawa. If your job looks like it crosses that line we will say so before we start and point you to the city to confirm.

Cornwall is its own municipality, and that matters

Homeowners who moved out from Ottawa are sometimes caught by this: Cornwall is a separate city in the United Counties of Stormont, Dundas and Glengarry, so permits, inspections and property questions go through the City of Cornwall’s Building and By-law Division at 100 Water Street East – City of Ottawa rules and processes do not apply here. For most flooring jobs it never comes up. It only matters when the subfloor or joists need structural work, and when it does we would rather flag it early than discover it with your furniture already in the garage.
